If you brought a trailer from out of state to Hawaii, you are required to bring it here for VIN check.
Location is under the bridge and fenced in with metal construction fences.
Had to get my car checked because of a modified suspension. Due to the car being unregistered for 6 years, I had to tow it down. Could have drove it but taking a chance was not worth it. Anyway, to make a bracket for towing, I had to remove the bumper which needs to be on the car to pass. So I came back after fixing some minor items and assembled the bumper in their yard. Both times I was there (no appt) the line was no more than 5 cars. I spent less than 1 hour from start to finish. Go on the dmv website and read/follow the instructions and it should be pain free. Call beforehand with any questions, they are helpful and have probably seen it all. It'll cost you $15. The only bad thing is that I'm in Ewa, they are the King St. exit downtown. A long distance to tow a car twice.
