Poooor poooor service.
I can only speak for myself. I was treated politely, taken pretty quickly (within about 10 minutes - even though the line had 17 people in front of me!). The women who work here were professional, courteous, helpful and competent. My out of state friend was treated well too (they did not know we were together, so no reason to fake it for my sake). I really had no complaints.
Never had a good experience at this place. Typical state worker mentality.
No Worries. From some of the other reviews, I went here with dread - expecting to be treated poorly, and to wait a long time. But that was NOT the case.
Thank you City and County of Honolulu...for Dark Ages customer service!
You won't even be lucky enough to be put on hold! You will listen to a loooooong greeting, you will hit Zero to reach a customer service representative.....then you will be transferred to a message that says that line is busy...and you can try calling again later.

Waited 30 minutes and two people were helped. They had 4 staff on hand and a line of twenty customers. Only one was helping people. Worst service possible.
No hold. No option to leave a message. No return call.
The employees are very rude, and you can very much tell that they favor certain races as they treat some customers nicely with a smile, and others they act angry towards. Very unpleasant experience.
Opened at 9 am promptly. The first four people in front of me went immediately to a window. I had to wait about two minutes. After that time, a window opened up so I walked to it and the woman told me, "oh, i'm not ready yet". So I went to the next window that opened up. She told me "I'm already going to help that man behind you." I said but I was next in line and she is not ready. Adele then tells me "then you should have waited until she called you." NICE. So Adele takes me but is obviously not happy about it. I tell her "sorry". She tells me "you should tell the man behind you sorry!" So I turn around and apologize and he nods.
I guess if you want "hospitality" - go to a Luau. If you need to register a car, go here.
